40 years of war between the Federated Republics and the New Territories Union has taken its toll. The cities are overcrowded, farming land is riddled with unexploded mines - and still there is no hope of peace. Industrialists from both sides have met in secret to form Central Union. Central Union has succeeded where Government has failed. It has negotiated peace; in exchange it has taken control of communication and set up a series of joint venture projects between the two former enemy nations...


SYNOPSIS

In the isolated, hostile and decaying world of the future one thing remains constant for Lieutenant Leo Megaw (Peter Phelps): his relationship and love for his wife Anne (Carolyn Bock). In a few months Anne will deliver their first child...despite Megaw's misgivings about bringing any child into a world as hopeless as this. At the same time, Anne continues her work as a talented security coder for Central Union, the 'peacekeepers'.

While proving to her autocratic superior, Tito, (Alex Menglet) that she can crack his supposedly-impervious security screen, Anne stumbles upon classified information revealing a bungle which threatens the entire populace. Anne's knowledge makes her a liability. Caught in the apparent crossfire of a subway mugging, she is killed.

Megaw, forced to deal with his grief and loneliness, runs foul of the authorities and risks being reduced in status to a 'classified', a low-caste worker whose life is considered worthless. He is saved by his friend, Seton Sharp (William Zappa), who arranges for Megaw to 'volunteer' for solitary service as a border patrolman, on duty across the desolate ZONE 39. Here, Megaw's orders are to eliminate anyone who enters his territory, and he experiences both inner and outer conflicts as he plays cat-&-mouse with his lone adversary from the Feds, Pagett (Jeff Kovski), while maintaining a constant watch for stray 'classifieds'.

Although lonely in ZONE 39, Megaw isn't entirely alone. There is Anne. At a time when alcohol and luxuries are contraband, Megaw has managed to smuggle 'Novan' into his life. The drug Novan enables him to bring back the illusion of his dearly beloved Anne. The Anne he sees is a creation of his own mind, but Novan enables him to see, hear, and touch her as if she were real.

Together they battle against unseen enemies, analysing clues concerning the hidden agenda of the totalitarian government in whose army Megaw serves. As the truth behind Megaw's posting, Anne's death, and the nature of the catastrophe looming over their society slowly unravels, Megaw begins to see that he is fighting the wrong foe: the real enemy is not facing him across the border, but standing right behind him.

Meanwhile, Megaw's adversary, Pagett, has gone, and a new young Fed has taken his place. Boas (Brad Byquar) becomes at first Megaw's deadly enemy across the zone, then his only hope of an ally in his desperate struggle to tell the people what is really going on. A bureaucracy which has such Orwellian control over all communications, however, is unlikely to let Megaw's warning slip by unnoticed.
